Place the beef, soy sauce, wine or sherry and sugar
in a heavy-based pan and bring to a simmer.
Cover
and simmer for 10 minutes, turning once or twice.
Stir in the water and bring to the boil.
Cover and
simmer for about 1 hour until the meat is tender,
adding a little boiling water if necessary during
cooking if the meat becomes too dry. Serve hot or
cold.
