Heat the oil and fry the beef until lightly browned.
Drain off the excess oil and add the spring onions,
garlic, ginger and anise and fry for 2 minutes.
Add
the soy sauce, wine or sherry, sugar and salt and
mix together well.
Add the water, bring to the boil,
cover and simmer for 1 hour. Remove the lid and
simmer until the sauce has reduced.
